1998 Boarded And Vacant Properties Inventory (Map)
In 1997, a State of the Neighborhood report was published on this
Phillips Neighborhood Network website. It was the purpose of one
section of the 1997 report to apprise Phillips Neighborhood residents
of the state of our housing stock and to provide a base for subsequent
cataloging of housing information that may be used in an effort
to improve the housing situation in our neighborhood.
Recognizing that the housing stock in the Phillips Neighborhood
is in constant flux, the writer intended that the report should
be regularly updated. The following inventories provide such an
update of the state of our housing stock in 1998.
Conclusions drawn from a comparison of the 1997 data with the 1998
data are at the end of this report.
Since the primary intent is for this report to be registered on
the Phillips Neighborhood Network website, it will appear in web-page
format in any other medium. (That is, its appearance in any other
medium will not include formatted page breaks.)
It continues to be true that these inventories will be most effectively
maintained if a joint effort is undertaken by residents on a block-by-block
basis. The Phillips Neighborhood Network strongly encourages residents
to contact our webmaster with any additions or changes in the inventories.If
each one of us provides information about just one vacant or boarded
property, the accuracy and usefulness of this report will be thereby
reinforced. We thank you in advance for your input.
1998 Boarded Property Inventory of the Phillips
Neighborhood
Following is a list of boarded properties in the Phillips Neighborhood
that do not currently have working permits. The owner's name, tax
status, construction year, and homestead status provided for each
property listed in this inventory is available to the public through
a database on the Hennepin
County website, or by phone on the Problem Property line at
348-3011. The boarded dates provided, where known, were obtained
through the Chapter (ordinance) 249 list. You will undoubtedly notice
a trend in the Homestead status of the boarded properties in the
Phillips Neighborhood. They are by and large non-homestead properties.
Non-homestead status essentially means that these properties are
not occupied by their owners; they are rental properties. You may
also notice that an unusual, and suspect, number of these properties
have contruction dates listed as 1983. The construction year information
provided by the tax office is currently somewhat more unreliable
than other data provided here, and the tax office plans to update
the construction year data in spring of 1999. Again, the state of
the housing stock in the Phillips Neighborhood changes rapidly,
and upkeep of this inventory is essential. If you are aware of any
changes in the status of Phillips properties, please contact the

Conclusions
Comparison of the inventories completed in May of 1997 and included
in the State of The Neighborhood Report with the December 1998 inventories
provided here give several valuable insights into, and an over-all
picture of, the changing nature of the housing stock in the Phillips
Neighborhood. A striking fact revealed by comparing these data is
the increase of both boarded and vacant properties in Phillips.
In May of 1997, there were 61 properties boarded without permit.
In December of 1998, there are 83 such properties. These totals
show that the number of boarded properties in the neighborhood today
is 36.1% greater than the number of boarded properties in 1997.
The rate of increase for vacant properties is even more dramatic.
In May of 1997, there were 130 vacant properties in the Phillips
Neighborhood, and in December of 1998, 257. The 1998 data show that
the number of vacant properties today is 97.7% greater than the
number of vacant properties in 1997.
The urgency of motivating action focused on the state of the housing
stock in the Phillips Neighborhood can most clearly be seen on the
east side of Phillips. The chart below reflects differences between
the housing stock in the west side of Phillips (from 2nd to 11th
Avenues South) and in the east side (from 12th Avenue South to Longfellow
Avenue). These numbers reflect only properties with Avenue addresses.
[Note: Double properties (e.g., 2009-11 5th Ave. S.)have been counted
as two properties. When a question exists whether a vacant lot comprises
2 or 3 lots, or 3 or 4 lots, the lower number has been used.]

While the number of boarded properties on Avenues has grown in
both sides of Phillips in the last eighteen months, the rate of
growth in the east side is 23.1% greater than in the west side.
And while the increase in the number of vacant lots is .5% higher
in the east side than in the west side, the overall number of vacant
lots in the east side is three times the number in the west side.
These differences between the status of housing in the east and
west sides of the neighborhood provide a very real picture of the
growing gap in private investment and interest in the two sections
of Phillips. In the last year, the west side has seen the beginnings
of several private development projects led by businesses and organizations
in that side of the neighborhood. With the announcement this fall
of another multi-million dollar project on the west side, this gap
can only be expected to grow wider.
This latest project is scheduled to encompass an eight block area
on the west side that contains only three boarded properties and
three vacant lots. In contrast, if a similar project were to be
carried out on an eight block section just six blocks to the east,
it would encompass nine boarded properties and thirty-one vacant
lots.
Needless to say, attention to the housing stock on both sides of
the neighborhood is urgent, and the neighborhood groups and private
foundations that have worked to improve the state of the housing
stock in Phillips should be commended. However, comparison of the
changing statistics of the east and west sides suggests that at
this crucial stage in investment in Phillips Neighborhood housing
, dollars might more wisely be spent in the area with the (relatively)
greater need.....Phillips' east side.
